Arizona pool regulation snapshot
Arizona splits public-pool oversight between two agencies. ADEQ handles design and construction approval (A.A.C. R18-5-201 to -249). ADHS operating rules (A.A.C. R9-8-801 et seq.) are enforced mostly by county environmental health departments such as Maricopa and Pima. Residential pools fall under a statewide barrier statute (A.R.S. §36-1681) and locally adopted building codes. Pool contractors are licensed by the Registrar of Contractors (ROC).
Health and operating oversight
Regulator:; Design/construction: Arizona Department of Environmental Quality (ADEQ), Water Quality Division, Engineering Review. It issues the "Approval to Construct" and the "Approval of Construction/Certificate of Completion".; Operations: ADHS rules, enforced by county health and environmental services departments.; Maricopa County: Environmental Services Dept. does design approval and operating permits under Maricopa County Environmental Health Code Chapter VI (revised 2025).

Compare proposals only after normalizing scope and responsibility. A lower price can reflect a different specification, missing work, larger allowances, or risks left to the owner.
