LOCAL POOL PLANNING GUIDE
Plan the complete Hicksville, NY project
The sections below separate verified geographic context, regional planning guidance, and questions that still require an address-specific assessment.
Official locality record; property review required
Use the official locality boundary as context—not a lot survey
U.S. Census Bureau identifies Hicksville CDP as a cdp and provides a representative point and land-area record, but not a current population estimate for this geography. That official classification helps distinguish the locality from an incorporated city; it still cannot establish usable area, access, setbacks, easements, utilities, drainage, or approvals for one Hicksville, NY address. Start with current property documents and a measured site review.
- Census land area
- 6.792 sq mi
ADDRESS-SPECIFIC LOCAL AUTHORITY CHECK
Confirm the municipality and every reviewing department
The directory label does not establish which city, township, county, special district, utility, or unincorporated-area office controls a particular address. Use official property records and the state research below to identify the responsible building, zoning, health, drainage, utility, and trade authorities before relying on a permit checklist.

New York pool regulation snapshot
Public pools statewide are governed by the State Sanitary Code, 10 NYCRR Part 6, Subpart 6-1 (pools) and Subpart 6-3 (spray grounds). Local health departments (or NYSDOH district offices) issue permits. The scope is unusually broad: every pool except one used by an individual's family and friends needs a permit. Residential pools fall under the statewide Uniform Code; the 2025 Uniform Code took effect Dec. 31, 2025. NY is known for requiring pool alarms on residential pools installed since Dec. 14, 2006. New York City has its own Health Code (Art. 165) and Construction Codes.
Health and operating oversight
Regulator: NYS Department of Health, Bureau of Community Environmental Health. The "permit-issuing official" (PIO) is the State Commissioner, a city (population 50,000 or more) or county health officer, or a regional or district director (10 NYCRR 6-1.2(h)). In practice, county/local health departments permit and inspect. In NYC, DOHMH does so under Health Code Art. 165.
Building-code path
Building code: Statewide 2025 Uniform Code, including the 2025 Residential Code of New York State (RCNYS), effective Dec. 31, 2025. A transition period allowed use of the 2020 code (length not verified). The pool section is now RCNYS R328, which adds ISPSC-derived language. The 2020 code (R326, 3109) applied before that.
State-level starting point
State barrier / alarm rules:; Barrier at least 48 in; maximum 2 in gap at grade; self-closing, self-latching gates with release at least 54 in (48 in in accessible units).; Temporary barriers must be replaced within 90 days of permit issuance.; Pool alarms (ASTM F2208) are required on pools installed, constructed or substantially modified after Dec. 14, 2006. They must detect water entry and sound poolside and inside the house.; Exemptions: spas with ASTM F1346 covers, and pools with ASTM F1346 automatic safety covers (no alarm needed).; Safety covers are referenced to Executive Law § 378(14) (DOS TB-1014).; Suction entrapment per 15 USC 8003.

Questions before you hire
How do I research Pool Builders in Hicksville, NY?
Use the Pool Builders shown here to form an initial longlist. Then confirm service area, legal identity, required credentials, current insurance evidence, comparable work, references, and a complete written proposal directly.

What should a pool construction proposal include?
A useful proposal defines design, approvals, access, excavation, structure, plumbing, electrical work, equipment, finishes, decking, drainage, barriers, cleanup, allowances, exclusions, owner work, schedule assumptions, and closeout deliverables.
Should I choose the lowest pool proposal?
Compare proposals only after normalizing scope and responsibility. A lower price can reflect a different specification, missing work, larger allowances, or risks left to the owner.
