LOCAL POOL PLANNING GUIDE
Plan the complete Tennessee project
The sections below separate verified geographic context, regional planning guidance, and questions that still require an address-specific assessment.
PROPERTY-SPECIFIC CONTEXT
Read the actual Tennessee property
Citywide averages cannot establish the usable area, access, utilities, drainage, or approval path for one address in Tennessee. Start with current property documents and a measured site review, then keep assumptions visible until the responsible authority or qualified professional confirms them.
STATE POOL RULES RESEARCH
Tennessee pool regulation snapshot
Public pools are licensed and inspected by the Tennessee Department of Health (TDH) under the Hotel, Food Service Establishment and Public Swimming Pool Inspection Act (T.C.A. Title 68, Ch. 14, Part 3) and rule chapter 1200-23-05. Five "contract counties" (including Nashville/Davidson) run their own programs. Residential pools fall under the State Fire Marshal's building code where the state enforces it, or under local codes. Tennessee is unusual in requiring a pool alarm on new residential pools (Katie Beth's Law).
Health and operating oversight
Regulator: TDH, Division of Environmental Health (General Environmental Health program). The contract counties (Davidson, Hamilton, Knox, Madison, Shelby) do their own inspections, permitting and enforcement. Metro Nashville has its own ordinance, Metro Code Ch. 10.48, plus the Metro Public Health Dept. "Regulations for the Design, Construction and Operation of Public Pools" (last revised Dec. 14, 1999).
Building-code path
Building code: The State Fire Marshal's Office adopted codes effective April 17, 2025:; 2018 IRC with amendments for residential construction; 2021 IBC, IFC and IPC; 2018 IECC for one- and two-family homes; NEC 2017 with state exceptions Many cities and counties enforce their own adopted codes. Nashville points to the ISPSC Section 305 for barriers. No statewide ISPSC adoption was verified.
State-level starting point
No separate statewide barrier summary was identified in the supplied research. Confirm the locally adopted code and ordinance.
VERIFIED STATE RESEARCH CONTEXT
Tennessee pool-contractor research
Tennessee lists swimming pools as contractor subcategory BC-26. The applicable license, monetary limit, trades, and local permits depend on the complete project scope.
Checks to add to the project file
- Verify the contractor and qualifying agent with the Tennessee Board for Licensing Contractors.
- Confirm that the license classification and monetary limit fit the complete proposed contract.
- Ask the local authority about pool, trade, barrier, zoning, inspection, and final-approval requirements.
LOCAL BUILDER INTERVIEW
Five questions to ask every Tennessee candidate
Legal identity
Which legal entity will contract, invoice, supervise, and answer any warranty claim?
Local requirements
Which credentials, permits, inspections, engineering, and barrier requirements apply at this address?
Comparable work
Which recent projects match this pool system, site access, soil, drainage, and finish scope?
Complete proposal
Which products, allowances, exclusions, owner responsibilities, and unknown conditions affect the total?
Project control
Who owns the schedule, written changes, trade coordination, inspections, commissioning, and closeout documents?

TENNESSEE POOL BUILDER FAQ
Questions before you hire
How do I research Pool Builders in Tennessee?
Use the Pool Builders shown here to form an initial longlist. Then confirm service area, legal identity, required credentials, current insurance evidence, comparable work, references, and a complete written proposal directly.
How should I verify a Pool Builder in Tennessee?
Match the legal name on the proposal to official business and licensing sources where applicable. Confirm the responsible people, insurance evidence, permit roles, recent comparable work, references, and warranty provider.
Who handles pool permits in Tennessee?
Public pools are licensed and inspected by the Tennessee Department of Health (TDH) under the Hotel, Food Service Establishment and Public Swimming Pool Inspection Act (T.C.A. Title 68, Ch. 14, Part 3) and rule chapter 1200-23-05. Five "contract counties" (including Nashville/Davidson) run their own programs. Residential pools fall under the State Fire Marshal's building code where the state enforces it, or under local codes. Tennessee is unusual in requiring a pool alarm on new residential pools (Katie Beth's Law). Use the cited state research as a starting point, then confirm current requirements with the building, zoning, health, utility, and trade authorities responsible for the project address.
What site conditions should a proposal for Tennessee address?
The proposal should respond to the actual survey, access, utilities, easements, grade, drainage, soil or groundwater information, neighboring property, barriers, and restoration needs. Use the Tennessee planning priorities above as interview prompts.
What should a pool construction proposal include?
A useful proposal defines design, approvals, access, excavation, structure, plumbing, electrical work, equipment, finishes, decking, drainage, barriers, cleanup, allowances, exclusions, owner work, schedule assumptions, and closeout deliverables.
Should I choose the lowest pool proposal?
Compare proposals only after normalizing scope and responsibility. A lower price can reflect a different specification, missing work, larger allowances, or risks left to the owner.
What can delay a pool project in Tennessee?
Design decisions, surveys, engineering, authority review, utility coordination, access preparation, weather, inspections, owner changes, concealed conditions, materials, and subcontractor sequencing can all affect progress. Ask for dependencies and recovery steps, not only a completion date.
